Jimin is seen dancing and singing on nighttime streets with shops, burning cars, and televisions. A tornado is also seen in the background, reflecting his mental state.
Dancers accompany him, singing as he searches for someone special with a distinctive mood with its soulful R&B and blending hip-hop. "WHO' was pre-recorded in December 2023 before his enlistment in the army and his second single after MUSE.
